AI Researchers’ Extinction Warning Forces Washington to Confront Superintelligence Risks

Warnings from researchers inside the artificial-intelligence industry that advanced AI could pose an existential threat to humanity are intensifying pressure on Congress to act before increasingly autonomous systems move beyond meaningful human control. Former Anthropic researcher Jacob Coxon, who also worked at OpenAI, resigned while warning that leading AI companies are racing toward self-improving superintelligence despite unresolved safety and alignment problems. Current Anthropic researchers publicly reinforced parts of his warning, including alignment researcher Evan Hubinger, who estimated a greater than 10 percent chance that AI could cause human extinction within the next decade. The disclosures have strengthened calls from lawmakers for federal oversight, including proposals to pause or prohibit development of artificial superintelligence. While extinction forecasts remain highly disputed and depend upon technological capabilities that do not presently exist, the controversy raises a legitimate governing question: whether private companies engaged in an intensely competitive technological race should be permitted to determine for themselves how much potentially irreversible risk the public must accept.

      Key Takeaways

      • Researchers with direct experience developing frontier AI systems are publicly warning that self-improving artificial intelligence could eventually escape effective human control, with one Anthropic alignment researcher placing the risk of human extinction above 10 percent during the coming decade.
      • The warnings are reaching Capitol Hill, where lawmakers are demanding stronger federal oversight and some are supporting legislation that would prohibit artificial superintelligence and temporarily halt certain advanced AI development.
      • The dispute presents policymakers with a difficult balance: protecting American technological leadership and private innovation while establishing safeguards against low-probability but potentially catastrophic risks that could become impossible to reverse after sufficiently powerful systems are deployed.

      In-Depth

A warning from former Anthropic researcher Jacob Coxon has pushed fears about advanced artificial intelligence from Silicon Valley’s internal safety debate into Washington. Coxon, who previously worked at OpenAI, argues that leading laboratories are racing toward self-improving superintelligence without solving the problem of reliably controlling such systems. Anthropic alignment researcher Evan Hubinger reinforced the concern, estimating a greater-than-10-percent chance of human extinction from AI within the next decade.

The warning has intensified demands for congressional action. Lawmakers including Bernie Sanders, Greg Casar and Lori Trahan argue Washington cannot remain passive while increasingly capable systems are developed with limited external oversight. Sanders and Casar have introduced legislation aimed at banning artificial superintelligence and pausing certain advanced development while federal safeguards are established.

The larger question is not whether every catastrophic forecast will prove correct. Such predictions remain disputed, and researchers disagree over the probability, timing and assumptions behind extinction scenarios. The immediate issue is whether private companies should determine acceptable civilization-scale risk while competing for investment, market dominance and strategic advantage.

A conservative approach should resist both technological panic and regulatory complacency. Government should not seize control of innovation merely because experts identify hypothetical dangers. But Congress should not outsource national-security and public-safety judgments to corporations whose incentives favor speed. Clear liability, independent testing, disclosure requirements for frontier systems and narrowly targeted safeguards could protect innovation while restoring accountability. When developers themselves warn that consequences could become irreversible, elected officials have reason to act before technology outruns government’s capacity to respond.
