Federal prosecutors have charged six individuals accused of operating an international cryptocurrency fraud scheme from Madagascar, allegedly targeting hundreds of Americans through fraudulent online relationships and investment platforms connected to criminal networks in China and Southeast Asia. Announced Oct. 27, 2026, the charges follow an investigation into organized scam operations that reportedly relocated from Cambodia to Africa to evade law enforcement. Investigators allege the suspects used fabricated romantic relationships to persuade victims to connect cryptocurrency wallets to fraudulent non-fungible token (NFT) investment websites, allowing criminals to steal their funds. The Justice Department’s Scam Center Strike Force has expanded its international operations, reporting more than $1 billion in cryptocurrency restrained and hundreds of fraudulent websites seized. Federal officials are seeking cooperation from Madagascar to extradite the defendants and dismantle criminal enterprises increasingly targeting Americans from overseas.

      Key Takeaways

      • Six Suspects Charged: Federal authorities charged six individuals allegedly involved in Madagascar-based cryptocurrency scams connected to Chinese and Southeast Asian criminal networks, targeting approximately 800 Americans.

      • International Criminal Operations: Investigators allege the organization relocated operations from Cambodia to Madagascar, exploiting online dating platforms and fraudulent NFT investments to steal Americans’ money.

      • Expanded Federal Crackdown: The Justice Department reports restraining more than $1 billion in cryptocurrency and seizing 700 fraudulent investment websites while expanding enforcement against transnational criminal organizations.

      In-Depth

Federal authorities announced charges against six alleged members of an international cryptocurrency fraud operation based in Madagascar, marking another development in the Trump administration’s campaign against foreign criminal organizations targeting American citizens.

The Justice Department alleges the operation maintained connections to China and Malaysia and likely relocated from Cambodia following law enforcement pressure. Prosecutors identified Chui Kok Wa as the alleged leader of a scheme that exploited online dating platforms to establish fraudulent romantic relationships with American victims.

Investigators say participants impersonated attractive women, cultivated trust and persuaded victims to connect cryptocurrency wallets to fraudulent NFT investment websites. Once connected, the platforms allegedly enabled criminals to withdraw funds without victims’ knowledge.

Federal investigators identified approximately 74 cryptocurrency wallets associated with victims in Maryland, Oregon, Nevada and Minnesota. Additional reporting indicates the broader operation targeted approximately 800 Americans, generating losses exceeding $500,000.

An August investigation involving American and Madagascan authorities examined 13 suspected scam compounds and more than 3,200 seized electronic devices. However, American officials criticized Madagascar’s decision to repatriate numerous Chinese suspects before investigators completed their inquiries.

Authorities are seeking extradition of the six defendants and access to 15 potential witnesses who reportedly claimed they were trafficked and abused.

The Justice Department’s Scam Center Strike Force reports restraining more than $1 billion in cryptocurrency and seizing 700 fraudulent websites. Its expanding international operations reflect growing concern that criminal syndicates are moving across borders while exploiting digital financial systems and American consumers.

The charges remain allegations, and the defendants are presumed innocent unless proven guilty.
