Google Challenges UK Search Rules as Unlawful, Warning AI Rivals Could Undermine Competition

Google is challenging proposed British regulations requiring it to give competing search engines and artificial intelligence assistants greater visibility on its platforms, arguing that the measures are unlawful and could undermine the very competition they are intended to promote. The United Kingdom’s Competition and Markets Authority (CMA) wants Google to expand consumer choice on Android devices and its Chrome browser, potentially placing AI assistants such as ChatGPT and Microsoft Copilot alongside traditional search engines. Google contends that treating AI assistants as equivalent to search engines would disadvantage legitimate search competitors while rewarding AI platforms that rely on content produced by others. Rival search providers and publishers have also raised concerns about the proposed framework, creating a dispute over regulatory authority, consumer freedom, intellectual property and whether government intervention will encourage genuine marketplace competition or distort it.

      Key Takeaways

      – Google Challenges Regulatory Authority: Google argues that the CMA’s proposal unlawfully expands search regulations to include AI assistants, potentially undermining competition among traditional search engines.

      – AI Platforms Raise Publisher Concerns: Google warns that AI assistants benefit from publisher content while generating relatively little referral traffic, potentially threatening the economic foundations of independent online publishing.

      – Rivals Question Government-Mandated Choices: DuckDuckGo and Ecosia support greater consumer choice but favor separating traditional search engines from AI assistants, highlighting disagreements over how regulators should structure competition.

      In-Depth

Google is confronting British competition regulators over proposed requirements that would force the technology giant to provide greater visibility to rival search engines and artificial intelligence assistants. The dispute raises fundamental questions about government intervention in digital markets and whether regulations intended to promote competition could instead disadvantage established businesses and independent publishers.

The Competition and Markets Authority designated Google as possessing strategic market status in search and search advertising in October 2025, granting regulators expanded authority to impose competition-related requirements. Its latest proposals would introduce broader choice screens for Android and Chrome users, potentially offering 12 positions for competing services, including traditional search engines and qualifying AI assistants.

Google argues that including AI assistants exceeds the scope of the regulated search activity and threatens to crowd out legitimate competitors. The company also warns that AI platforms increasingly depend on publisher content without delivering comparable website traffic, citing an estimate of 67 website crawls for every referral click.

Traditional search competitors have expressed reservations of their own. DuckDuckGo and Ecosia favor separate selection screens for AI assistants and conventional search engines, reflecting concerns that combining fundamentally different services could undermine meaningful consumer choice.

Publishers face another challenge. AI-generated answers can satisfy users without directing them to the original websites responsible for producing the information, potentially weakening advertising revenues and the financial incentives supporting independent journalism.

British regulators maintain that consumer choice must evolve alongside technological innovation. Their proposals would also require participating services to provide appropriate attribution to original content providers.

The controversy ultimately presents a consequential regulatory test: whether government-directed competition rules can expand consumer freedom without creating unintended advantages for emerging AI companies or imposing additional burdens on the businesses responsible for producing valuable digital content.
