The Federal Communications Commission is preparing to vote Nov. 19 on new regulations allowing state and local prisons and jails to block cellphone signals, a significant shift in federal policy intended to prevent incarcerated criminals from conducting illegal activities behind bars. FCC Chairman Brendan Carr announced the initiative Oct. 28 alongside Republican Sen. Tom Cotton of Arkansas and Arkansas Attorney General Tim Griffin, citing widespread abuse of contraband cellphones used to coordinate gang violence, arrange killings and operate criminal enterprises. Correctional authorities recovered more than 25,000 unauthorized phones in 2024, highlighting the magnitude of the security problem. The proposed regulations would permit, but not require, correctional facilities to deploy signal-jamming technology within federally authorized containment areas. Supporters argue that the measure would restore institutional security and protect law-abiding citizens, while critics warn of potential interference with emergency communications and legitimate cellphone service outside prison walls.

      Key Takeaways

      • Nationwide Prison Security Reform: The FCC will vote Nov. 19 on allowing state and local correctional facilities to jam contraband cellphone signals, providing authorities another tool to combat organized criminal activity.

      • Growing Criminal Threat: More than 25,000 unauthorized cellphones were recovered from correctional facilities in 2024, with officials linking illicit communications to gang violence, murder plots and criminal enterprises.

      • Safeguards and Legal Questions: Proposed regulations would restrict jamming to approved areas and require technical testing, while concerns remain about emergency communications, neighboring communities and federal legal authority.

      In-Depth

The Federal Communications Commission will vote Nov. 19 on regulations permitting state and local prisons and jails to deploy cellphone-jamming technology, potentially ending longstanding federal restrictions that have prevented correctional authorities from blocking unauthorized wireless communications.

FCC Chairman Brendan Carr announced the initiative Oct. 28 during a meeting in Little Rock, Arkansas, joined by Republican Sen. Tom Cotton and Arkansas Attorney General Tim Griffin. The proposal responds to mounting evidence that incarcerated criminals are using smuggled cellphones to coordinate gang violence, arrange killings, exploit children and manage criminal operations beyond prison walls.

Correctional authorities recovered more than 25,000 contraband cellphones in 2024, including over 6,000 devices at each of two participating facilities. Supporters argue that allowing criminals unrestricted communication undermines prison security, endangers correctional officers and exposes law-abiding Americans to preventable violence.

Under the proposed regulations, correctional institutions could voluntarily apply for authorization to operate jamming equipment within designated containment areas. Facilities would face technical testing requirements intended to prevent interference with legitimate wireless communications outside prison boundaries. Emergency service providers, telecommunications companies and nearby communities would receive advance notification of testing or deployment.

The proposal also advances efforts by Cotton and Republican Rep. David Kustoff of Tennessee to establish statutory authorization through the Cellphone Jamming Reform Act.

Opponents caution that signal interference could compromise emergency communications and affect neighboring residents. Others question whether blocking signals addresses the underlying problem of contraband entering correctional institutions.

The FCC’s decision could establish an important precedent for prison security nationwide, balancing stronger law enforcement capabilities against the federal government’s responsibility to protect lawful communications.
