      Technology companies are rapidly expanding efforts to determine whether users are children as governments, courts and regulators demand stronger online safeguards. Meta‘s recent $18 billion multistate settlement places particular emphasis on age assurance, requiring the company to improve its ability to identify minors even when users claim to be adults. Meta, Google and other platforms increasingly use artificial intelligence to estimate age from viewing habits, posts, interactions, friends, login times and even visual characteristics in photographs, while some services employ video selfies and outside verification companies. The technology may make it harder for children to evade age restrictions, but it creates an uncomfortable tradeoff: protecting minors could require companies to collect and analyze even more personal information about everyone. Privacy advocates consequently warn that systems introduced for child safety could evolve into broad digital identification requirements affecting adults, anonymous speech and access to lawful online information.

Other services use video selfies and third-party age-estimation technology. Such methods may improve enforcement, but estimation is not verification. Algorithms can make mistakes, particularly near age thresholds, potentially treating adults as children or minors as adults.

      The larger concern is the privacy infrastructure being created in the name of child protection. Effective age assurance can require platforms to examine more information about users precisely when policymakers are demanding stronger privacy protections. Government regulators have attempted to encourage age-verification technologies while limiting how collected information may be retained or used.

      Protecting children from inappropriate content and addictive platform designs is a legitimate responsibility. Yet policymakers should resist turning that objective into a universal digital identification regime. Systems built to determine whether someone is thirteen, sixteen, or eighteen could gradually become gateways controlling access to lawful speech, news, health information, and anonymous participation. Child safety should be strengthened without requiring every American to surrender privacy simply to prove adulthood online.
