Artificial intelligence is rapidly becoming something far more consequential than another technological revolution. It is becoming an infrastructure of power. The nations that dominate AI will possess extraordinary advantages in military planning, intelligence gathering, scientific research, manufacturing, finance, communications, surveillance, and the production and distribution of information. For Americans, the most important question may therefore be not simply whether AI becomes more powerful, but whose assumptions, institutions, and values are embedded in the systems upon which the world eventually depends.
Imagine that China wins.
Not merely that Chinese companies become competitive with American technology firms, but that China becomes the dominant global center of artificial intelligence. Its models become the cheapest and most widely deployed. Chinese chips, cloud platforms, autonomous systems, industrial software, and AI infrastructure spread across Asia, Africa, Latin America, and portions of Europe. Governments build public services around Chinese systems. Businesses depend upon them. Universities train students on them. Militaries incorporate them. Billions of people interact every day with artificial intelligence developed under rules established in Beijing.
Such a world would represent something considerably more serious than America losing another manufacturing industry.
China’s political system does not treat information as an inherently free commodity. The Chinese Communist Party has constructed an extensive apparatus for controlling speech, monitoring citizens, restricting politically unacceptable information, and maintaining the supremacy of the state. Artificial intelligence could dramatically increase the reach and efficiency of that apparatus.
The danger is not simply that China could use AI to surveil its own population. It already possesses formidable surveillance capabilities. The greater danger is that Chinese technological dominance could export the architecture of digital authoritarianism.
Governments have always wanted to know more about their populations. AI makes possible something approaching surveillance at industrial scale. Cameras can identify faces. Algorithms can recognize voices, analyze behavior, map relationships, interpret communications, and flag individuals automatically. Financial transactions, travel records, social-media activity, location information, and government databases can be combined into extraordinarily detailed profiles.
Authoritarian governments purchasing such systems would no longer need to construct sophisticated surveillance states themselves. They could effectively import them.
That could gradually change the political character of developing countries. A government facing demonstrations would possess AI capable of identifying participants. Opposition networks could be mapped automatically. Dissidents could be located through facial recognition or communications analysis. Political sentiment could potentially be measured across entire populations.
The technological advantage that once empowered individuals through access to information could instead empower governments through access to individuals.
There is another danger: control over reality itself.
Increasingly, people will ask AI systems questions rather than searching through dozens of websites. The answer produced by an AI assistant may become the primary version of history, politics, economics, and current events encountered by millions of users.
Whoever controls those systems therefore possesses an extraordinary form of cultural influence.
Imagine an AI ecosystem in which politically sensitive subjects are systematically filtered through Beijing’s preferred interpretation. Tiananmen Square becomes vague or inaccessible. Taiwan is invariably described according to Communist Party doctrine. China’s treatment of dissidents is minimized. Western institutions are portrayed through carefully selected failures while Chinese institutions receive carefully selected praise.
No dramatic propaganda campaign would be necessary. The influence could be subtle, persistent, and nearly invisible.
There would also be enormous national-security consequences.
AI will increasingly influence autonomous weapons, cyberwarfare, logistics, intelligence analysis, satellite interpretation, drone operations, electronic warfare, and battlefield decision-making. A decisive Chinese advantage in artificial intelligence could therefore translate into military advantages throughout the Indo-Pacific and beyond.
Economic power would follow.
The country controlling the leading AI platforms could establish standards that other countries and companies must adopt. Just as previous technological eras created enormous ecosystems around dominant operating systems, semiconductor architectures, and internet platforms, AI could produce dependencies lasting decades.
America would then confront a geopolitical problem much larger than a trade deficit. It could become technologically dependent upon its principal strategic competitor.
That possibility should force Washington to reconsider how it approaches artificial intelligence. America cannot regulate its way to technological leadership. Nor can government simply write checks and assume innovation will follow. The United States needs abundant energy, advanced semiconductor manufacturing, world-class research institutions, access to capital, secure supply chains, skilled workers, and a regulatory environment that allows innovators to move quickly while protecting legitimate national-security interests.
The contest is ultimately about more than technology.
The printing press distributed ideas. Radio distributed voices. Television distributed images. The internet distributed information. Artificial intelligence may increasingly interpret information for us, decide what is relevant, operate machines, advise governments, assist militaries, and mediate the relationship between citizens and the digital world.
That makes AI a contest over who helps write the operating rules of the twenty-first century.
America does not need to dominate artificial intelligence so that Washington can control the world. It needs to remain at the technological frontier so that Beijing cannot.
Because if the world’s most powerful information technology is ultimately shaped by an authoritarian state whose governing philosophy places political control above individual liberty, the consequences will not remain confined within China’s borders.
They will be written into the code upon which much of the world depends.
