TikTok Faces EU Charges Over Alleged Failure to Protect Children Online

The European Union has issued preliminary findings accusing TikTok of violating the Digital Services Act by failing to provide adequate default privacy protections for minors, exposing children to unnecessary risks including cyberbullying, unwanted contact from adults, and potential exploitation. Regulators contend that children should not have to opt into stronger privacy protections, arguing instead that safety should be built into the platform by default. Among the concerns cited are the ability of minors to make accounts public and the recommendation of older teenagers’ content to broad audiences through TikTok’s “For You” feed. TikTok disputes the allegations, stating that it already provides extensive safeguards for younger users and intends to work with regulators as the investigation proceeds. If the European Commission ultimately confirms its preliminary findings, TikTok could face penalties of up to six percent of its global annual revenue.

      Key Takeaways

      • The European Union alleges TikTok’s default account settings leave minors unnecessarily exposed to cyberbullying, predatory contact, and other online dangers.
      • Regulators argue that child safety protections should be enabled by default rather than requiring children or parents to activate additional privacy settings.
      • The case reflects growing international scrutiny of major social media platforms and could result in substantial financial penalties if TikTok fails to satisfy European regulators.

      In-Depth

The European Union’s latest action against TikTok underscores a growing determination among Western governments to hold major technology companies accountable for protecting children rather than allowing safety to remain a matter of user preference. At the heart of the dispute is the belief that platforms with hundreds of millions of users should bear the primary responsibility for minimizing foreseeable risks to minors instead of placing that burden on parents or young users navigating complex privacy settings.

According to the Commission’s preliminary findings, TikTok’s design permits circumstances in which minors’ content can become visible to audiences far beyond their intended circles, increasing opportunities for harassment, grooming, and other harmful interactions. Regulators contend that these risks are avoidable through stronger default privacy settings and more restrictive recommendations for children’s content. TikTok counters that it has already implemented dozens of protections for teenage users and maintains that it shares the objective of creating a safer online environment. The company now has an opportunity to respond before any final enforcement decision is reached.

From a conservative perspective, the controversy highlights a broader truth: technology companies that aggressively pursue user engagement cannot escape responsibility when their platform designs create predictable risks for children. Parents remain the first line of defense, but corporations that profit from young audiences also have an obligation to ensure that safety features are robust, transparent, and enabled by default. Whether the EU’s regulatory approach becomes a model for other democracies remains to be seen, but pressure on social media companies to prioritize child protection over engagement metrics is unlikely to diminish.
