      The race to build ever-more-powerful artificial intelligence is encountering an unexpected obstacle: some of the industry’s own leaders now believe development may be moving faster than safeguards can handle. OpenAI CEO Sam Altman has joined Anthropic CEO Dario Amodei and other prominent AI executives in supporting a slower pace for frontier-model development, independent safety evaluations and stronger federal rules. The shift follows mounting concern over increasingly autonomous AI systems, including experimental models demonstrating unexpected cybersecurity capabilities. Altman has argued that AI must remain under human control while simultaneously warning against allowing extraordinarily powerful systems to become concentrated in the hands of a company, individual or government. The debate now extends beyond technological safety to competition, national security and regulatory capture: Washington must determine whether slowing frontier AI protects Americans from genuine emerging dangers—or gives dominant technology companies a government-backed advantage over smaller competitors.

Federal policy should narrowly target demonstrable frontier risks, preserve competition and open innovation, and prevent regulatory capture. The government’s job is to establish enforceable guardrails where catastrophic risks are credible, not decide which companies are permitted to shape the future of artificial intelligence.
