      The federal government is taking a fresh look at the potential health effects of electromagnetic fields and radiofrequency radiation, with Health and Human Services Secretary Robert F. Kennedy Jr. launching a formal request for scientific evidence, clinical observations and public input concerning exposure from cell phones, Wi-Fi, smart meters, 5G and 6G networks, wearable devices and other wireless technologies. The review comes amid longstanding disagreement over whether federal exposure standards—rooted in guidelines established decades ago—adequately address modern, cumulative exposure. A federal appeals court previously faulted regulators for failing to sufficiently explain their treatment of evidence concerning possible non-cancer health effects. While existing federal guidance has maintained that scientific evidence has not established health problems from normal cellphone radiofrequency exposure, animal research has produced findings that warrant continued examination. The new review could provide a long-overdue opportunity to determine whether government standards have kept pace with technology rather than simply assuming older regulatory judgments remain adequate.

      The federal government is reopening a question that has largely sat beneath the expansion of wireless technology: whether existing exposure standards adequately account for the health effects of constant, long-term electromagnetic and radiofrequency exposure. HHS has issued a Request for Information seeking evidence from scientists, physicians, industry, public-health professionals and citizens on exposures from cell phones, Wi-Fi, smart meters, wearables, 5G and 6G networks, satellites and other connected technologies.

      The inquiry is notable because federal policy has long rested on exposure limits established in the 1990s. A 2021 federal appellate ruling found that regulators had failed to adequately explain why those standards protected against potential non-cancer effects, particularly regarding children, long-term exposure and newer wireless technologies. That ruling did not establish that wireless radiation causes those harms, but it underscored a regulatory question: whether government standards have kept pace with technology and the scientific record.

      The evidence itself remains contested. Federal toxicology research found clear evidence of certain heart tumors in male rats exposed to high levels of radiofrequency radiation and some evidence involving brain and adrenal tumors, while researchers cautioned that those exposures could not be directly compared with ordinary human cellphone use. Federal health guidance has meanwhile maintained that the overall scientific evidence has not established health problems from cellphone radiofrequency exposure.

      Kennedy’s initiative therefore should be judged by the quality of the review. A transparent examination of current evidence, competing findings, exposure standards and unresolved research gaps is preferable to treating decades-old regulatory assumptions as permanently settled.
