      A Senate investigation has found that Iran relied extensively on Tether’s dollar-pegged USDT stablecoin to circumvent U.S. sanctions, move money across borders and support a shadow financial system connected to the Iranian government and its regional proxies. Investigators led by Sen. Richard Blumenthal analyzed 846 cryptocurrency wallets sanctioned or targeted for seizure because of associations with Iran and found that 84 percent transacted exclusively or nearly exclusively in USDT. The investigation says the digital currency was used by Iranian entities, including activities involving the Central Bank of Iran, and alleges that the broader network facilitated financing for terrorist proxies and military procurement. The findings intensify questions about whether stablecoin issuers should bear greater responsibility for preventing sanctioned actors from exploiting dollar-linked digital assets. Tether disputes suggestions that it provides a haven for illicit finance, saying it cooperates extensively with U.S. authorities and has supported freezes totaling approximately $550 million in Iran-linked USDT during 2026.

      The Senate investigation examined 846 wallets associated with Iran or its proxies that had been sanctioned or targeted for seizure.       The findings do not establish that Tether intentionally assisted Iran. That distinction matters. Tether says it works closely with American authorities and supported approximately $550 million in Iran-linked asset freezes during 2026. Unlike physical cash, blockchain transactions can leave permanent records, while a centralized stablecoin issuer can freeze tokens when sanctioned wallets are identified.

      Still, the investigation raises legitimate questions about enforcement speed and responsibility. A sanctions regime is only as effective as the government’s ability to prevent adversaries from migrating from regulated banks into alternative financial systems. Treasury has already sanctioned Iranian cryptocurrency exchanges and networks accused of laundering money and supporting the IRGC.

      The policy challenge is therefore larger than one company. Washington must preserve legitimate cryptocurrency innovation while ensuring that dollar-linked digital assets do not become an easily accessible substitute banking system for sanctioned governments and terrorist organizations. Effective enforcement should target identifiable illicit actors and financial networks without treating every cryptocurrency user as suspect.
