      Mystery Flock Cameras Found Operating Without Permits In Florida County

      St. Lucie County, Florida, officials discovered 14 Flock Safety automated license-plate reader cameras installed on county-controlled property without required permits as the county moved to eliminate the surveillance technology from its roads. Officials had expected to find 52 authorized cameras but instead located 66, including the 14 unpermitted devices. The St. Lucie County Sheriff’s Office subsequently claimed three of those cameras, leaving 11 whose ownership remained publicly unidentified. County officials posted removal notices requiring the cameras to be taken down by deadlines between Oct. 16 and Oct. 20 and said they would remove or cover the devices if their owners failed to comply. The discovery comes amid mounting scrutiny of automated license-plate readers over privacy, data access and reported misuse, and after Florida moved to revoke permits for the technology on state roads. While supporters argue that the systems provide law enforcement with a valuable tool for finding suspects, stolen vehicles and missing persons, the appearance of surveillance devices without local authorization has intensified a more fundamental question: who should have the authority to track motorists traveling on public roads?

      Automated license-plate readers can provide legitimate law-enforcement benefits. Police use them to locate stolen vehicles, identify suspects and assist investigations. That utility, however, does not erase legitimate concerns about government tracking of ordinary citizens who are suspected of no crime.

      Florida has already moved toward greater restraint. The state revoked permits for automated license-plate readers on state roads, citing rapid expansion alongside concerns about misuse, privacy and surveillance. St. Lucie County subsequently voted 3-2 to stop permitting the systems on county-controlled property.

      The broader issue reaches beyond one technology company. A government powerful enough to monitor vehicle movements must also be accountable enough to identify every surveillance device operating on public property, explain who authorized it, establish who can access its records and enforce strict limits against misuse.

      Public safety and constitutional liberty need not be opposing objectives. But secretive or unaccountable surveillance undermines that balance. At minimum, citizens should know who is watching them, under what legal authority the monitoring occurs and what happens to the information collected.
