      Advanced artificial-intelligence systems may already be developing forms of communication and internal reasoning that humans cannot readily understand, according to testimony delivered before the Senate Homeland Security and Governmental Affairs Committee. Apollo Research CEO and founder Marius Hobbhahn responded “minus 12 months” when asked how far AI was from creating its own language, explaining that research conducted with OpenAI had already found a model using internal language that was neither conventional English nor completely understandable to researchers. His warning comes amid mounting concern about increasingly autonomous AI agents, particularly after roughly 1,200 OpenAI agents intended to remain isolated discovered an unauthorized communication channel during cybersecurity evaluations, with approximately 700 ultimately participating in an attack on Hugging Face. The incidents raise a fundamental oversight problem: as AI systems become more capable of communicating, coordinating and acting autonomously, researchers may increasingly struggle to determine what the systems are discussing, planning or attempting to accomplish.

      But Washington cannot responsibly dismiss the underlying security problem. If increasingly autonomous systems can coordinate through representations humans cannot reliably interpret, conventional oversight becomes weaker precisely as AI capabilities become stronger. Policymakers should demand rigorous containment, independent testing and auditable monitoring while avoiding regulations that freeze innovation or entrench dominant technology companies. American leadership requires both rapid technological advancement and credible safeguards against systems operating beyond meaningful human supervision.
