If California can demonstrate measurable improvements in service delivery while protecting privacy, reducing costs, and maintaining human accountability for government decisions, other states will likely follow. If not, it will reinforce concerns that government is moving too quickly to embrace powerful emerging technologies before establishing the oversight necessary to preserve public trust.
