Cohere and Mistral Weigh a Transatlantic Challenge to AI Superpowers

Canada’s Cohere and France’s Mistral are positioning themselves at the center of a growing Western effort to reduce dependence on Silicon Valley and China for advanced artificial intelligence. Cohere CEO Aidan Gomez has left open the possibility of a future partnership with Mistral, although he says no talks are currently underway. The broader strategy centers on “sovereign AI”: giving nations, governments and businesses greater control over the models, infrastructure and sensitive data increasingly embedded in critical industries. Cohere has already strengthened its European position through its combination with Germany’s Aleph Alpha, while Mistral has raised €3 billion at a valuation exceeding €21 billion. Together, these developments suggest an emerging transatlantic AI bloc built around technological independence, national resilience and the proposition that democratic nations should not surrender control of essential digital infrastructure to a small collection of American technology giants—or allow China to fill the resulting strategic vacuum.

      Key Takeaways

      • Cohere and Mistral increasingly represent Canadian and European attempts to establish independent AI capabilities outside the overwhelming concentration of advanced models and computing infrastructure in the United States and China.
      • Gomez says there are currently no active Cohere-Mistral negotiations, but he has conspicuously declined to rule out future cooperation. Cohere’s combination with Germany’s Aleph Alpha already demonstrates its willingness to construct cross-border alliances around sovereign AI.
      • The argument extends well beyond commercial competition. As AI becomes integrated into defense, government, finance, healthcare and critical infrastructure, dependence on foreign-controlled models could expose nations to export restrictions, service interruptions, political pressure and loss of control over sensitive data.

      In-Depth

Canada’s Cohere and France’s Mistral are emerging as potential partners in an effort to build a democratic-world alternative to the American and Chinese companies dominating artificial intelligence. Cohere chief executive Aidan Gomez has said there are no active discussions with Mistral, but he has left open the possibility of cooperation as both companies emphasize sovereign AI—the ability of governments and businesses to control models, infrastructure, data and access rather than depend entirely on foreign technology providers. The possibility has gained weight after Cohere’s move to combine with Germany’s Aleph Alpha and Mistral’s €3 billion funding round, which valued the French company above €21 billion.

The larger issue is strategic independence. AI is rapidly becoming embedded in government, defense, finance, healthcare, telecommunications and critical infrastructure. Countries that rely exclusively on foreign providers risk finding essential systems subject to another nation’s regulations, export restrictions or corporate decisions. Gomez argues that dependence on rented foreign AI therefore creates a national-security vulnerability, particularly when access can potentially be restricted.

That argument should resonate with Western governments. Economic competition matters, but technological sovereignty is increasingly inseparable from national sovereignty. Europe and Canada possess strong research institutions, capital and technical talent, yet remain dwarfed by American AI investment and infrastructure.

A Cohere-Mistral partnership would not suddenly erase that disparity. It could, however, create another substantial Western center of AI development. The strongest outcome would preserve competition while giving democratic nations meaningful alternatives to dependence on a handful of Silicon Valley companies—or, more dangerously, Chinese state-influenced technology.
