San Francisco Waterfront Data Center Proposal Collides With City Hall’s AI Infrastructure Freeze

A proposed 160,000-square-foot data center on San Francisco’s central waterfront is becoming a test of whether the city that has emerged as the center of the artificial-intelligence economy is willing to accommodate the physical infrastructure AI requires. Nestory Park Capital is exploring redevelopment of a four-acre industrial property at 1215 Michigan Street near Dogpatch, although no formal plans have been filed and the property has not changed hands. The proposal surfaces just as city supervisors advance a 45-day citywide moratorium on new data-center approvals while officials study energy, water, pollution, noise and neighborhood impacts. The dispute highlights a growing contradiction for San Francisco: AI companies are helping revive investment and office demand, yet the city is considering restrictions on the data infrastructure needed to sustain that expansion.

      Key Takeaways

      • Nestory Park Capital has explored a 160,000-square-foot data center at 1215 Michigan Street, a four-acre waterfront industrial property near the major Dogpatch Power Station redevelopment, but no formal development application has yet been filed.
      • A proposed 45-day citywide moratorium would halt new data-center approvals while San Francisco examines water use, electricity demand, pollution, noise and other impacts; the legislation was introduced September 15 and could lead to longer-term restrictions.
      • The debate forces San Francisco to reconcile two competing objectives: retaining its position at the center of the AI economy while deciding how much local infrastructure it is prepared to permit to support that industry. Existing and proposed facilities in Bayview and nearby Daly City have intensified the dispute.

      In-Depth

San Francisco’s data-center fight exposes a familiar problem: City Hall wants the economic benefits of the AI boom while considering restrictions on the infrastructure that makes that boom possible. Nestory Park Capital is exploring a 160,000-square-foot data center at 1215 Michigan Street, a four-acre industrial waterfront property near the Dogpatch Power Station redevelopment. No formal application has been filed, and the property has not changed hands, but representatives of the developer met with the mayor’s economic-development chief about permitting.

The timing is consequential. Supervisor Shamann Walton has introduced a citywide 45-day moratorium on new data-center approvals, with co-sponsors on the Board of Supervisors. The measure could ultimately be extended while officials study water consumption, electricity demand, pollution, noise and land-use effects. San Francisco’s data-center rules date largely to 2001, long before generative AI created today’s computing demands.

There are questions about neighborhood impacts, particularly where industrial facilities sit near housing. But a blanket freeze also risks sending a signal to investors: San Francisco welcomes AI companies while remaining wary of the physical infrastructure those companies require. That tension becomes sharper as AI helps revive real estate and attracts investment to industrial districts.

The better governing test is whether officials can establish predictable, evidence-based standards for power, water, noise, emissions and community effects without reflexively blocking development. If a proposed facility cannot meet reasonable standards, reject it. If it can, government should explain why political barriers are necessary. San Francisco’s AI ambitions ultimately require infrastructure, not merely office leases and slogans.
