      San Francisco’s artificial-intelligence boom is producing a familiar side effect: a rapidly tightening housing market that is putting growing pressure on longtime tenants. Eviction notices increased 44% during the most recent 12-month period tracked, reaching nearly 1,500, while negotiated tenant buyouts have also risen sharply. At the same time, median rents have climbed 26% over 12 months, with a one-bedroom apartment approaching $3,900 per month and vacancy rates falling to roughly 2%. The numbers remain below the eviction-notice peaks associated with earlier technology booms, but tenant-assistance organizations report substantially greater demand for help. Negotiated tenant buyouts increased from roughly 250 in 2024 to about 400 the following year, while organizations assisting threatened tenants report sharply higher caseloads. One eviction-prevention program has seen requests for assistance more than triple to over 300 tenants monthly.

      Housing prices explain much of the incentive. Median rents have increased approximately 26% in 12 months, while one-bedroom apartments command nearly $3,900 monthly. Separate rental-market research places San Francisco’s apartment vacancy rate at roughly 2%, leaving prospective tenants competing for unusually scarce inventory.

      It would be overly simplistic, however, to blame technology companies for creating the underlying housing problem. AI has intensified demand, but San Francisco entered the boom after decades of restrictive development policies and inadequate construction. Other American cities have absorbed population and employment growth by substantially expanding their housing inventories; San Francisco has struggled to do the same.

      The city has responded with rent controls, eviction protections, legal representation and affordable-housing programs. Those policies may protect individual tenants, but they cannot manufacture additional apartments. Ultimately, San Francisco’s predicament reflects a basic economic reality: when prosperous newcomers compete for a limited quantity of housing, prices rise. Unless supply expands meaningfully, government protections can redistribute some of that pressure but cannot eliminate it.
