      A Texas judge has ruled that TikTok violated state consumer-protection law by misleading users and parents about safeguards intended to shield minors from inappropriate content. District Judge Cory Liu found that TikTok misrepresented both its content-moderation practices and the effectiveness of its “Restricted Mode,” which was promoted as a tool for limiting minors’ exposure to adult material. Texas argued that some content ostensibly prohibited under TikTok’s own guidelines—including material involving drugs, nudity, alcohol, injuries, and profanity—was internally classified as merely “hard to find” rather than removed. When those assurances influence parental decisions, they should not be treated as disposable marketing language.

      Texas has effectively established a straightforward standard: if a platform sells parents on safety features, those features must perform as represented. That approach favors parental authority, corporate transparency, and accountability over Silicon Valley’s longstanding preference for self-policing.
