      The European Union has begun enforcing another major phase of its Artificial Intelligence Act, introducing new safeguards intended to limit harmful or manipulative AI systems while increasing transparency for consumers. The provisions prohibit certain AI applications that use deceptive, exploitative, or subliminal techniques capable of causing significant harm, particularly to vulnerable populations such as children, the elderly, and individuals facing socioeconomic disadvantages. Additional transparency rules require disclosure when users interact with AI systems and establish broader oversight of high-risk AI applications. Supporters argue the measures are a necessary response to increasingly sophisticated AI capable of influencing behavior, while critics caution that extensive regulation could burden innovation and place European developers at a competitive disadvantage compared with rivals in the United States and China.       The broader policy question is whether governments can establish meaningful guardrails without creating a bureaucracy that slows technological leadership. As AI becomes increasingly influential in commerce, healthcare, education, and political discourse, lawmakers will face mounting pressure to distinguish between preventing genuine harm and regulating innovation out of existence. Europe’s latest action represents one answer to that challenge, but whether it ultimately produces safer AI or diminished competitiveness remains an open question.
