Senate Delays Bipartisan Chinese Vehicle Ban Until After Midterm Elections

Legislation intended to permanently block Chinese vehicles and connected automotive technology from the U.S. market has stalled in the Senate until after the November midterm elections, despite substantial bipartisan support. The Connected Vehicle Security Act of 2026, sponsored by Republican Sen. Bernie Moreno of Ohio and Democratic Sen. Elissa Slotkin of Michigan, would prohibit the importation, manufacture and sale of connected vehicles, software and hardware associated with China and other designated foreign adversaries. Existing federal regulations already effectively exclude Chinese automakers, but the legislation would codify and expand those restrictions, making them more difficult for a future administration to reverse. Republican Sen. Rand Paul of Kentucky emerged as the principal holdout, raising concerns that the bill’s 15 percent Chinese-ownership threshold could unintentionally prohibit established manufacturers such as Mercedes-Benz, which has nearly 20 percent passive Chinese ownership. Supporters say they expect to modify the legislation and seek passage when the Senate returns in November.

      Key Takeaways

      • The bipartisan legislation would make restrictions on Chinese-connected vehicles permanent while extending prohibitions to associated software, hardware and companies linked to China and other designated foreign adversaries.
      • The legislation stalled primarily over concerns that its 15 percent Chinese-ownership threshold could inadvertently capture established manufacturers such as Mercedes-Benz, rather than because of broad Senate opposition to restricting Chinese automotive technology.
      • Supporters argue the legislation addresses both national-security and economic concerns, including connected vehicles collecting sensitive American data and heavily subsidized Chinese manufacturers potentially disrupting the domestic automobile industry.

      In-Depth

A bipartisan effort to permanently restrict Chinese-connected vehicles has been pushed past the November midterm elections after senators failed to reach unanimous agreement before leaving Washington. The Connected Vehicle Security Act of 2026 would turn existing federal restrictions into statute and broaden prohibitions on vehicles, software and critical hardware associated with China and other designated foreign adversaries.

Supporters frame the legislation around two concerns: economic security and data security. Chinese manufacturers have become dominant players in global electric vehicles, benefiting from scale, aggressive pricing and government industrial policy. American automakers and labor organizations supporting the bill argue that unrestricted entry could threaten domestic manufacturing while connected vehicles could collect sensitive information about drivers, infrastructure and locations.

The immediate obstacle is not a fundamental dispute over China. Sen. Rand Paul objected to provisions that could capture established Western manufacturers with significant passive Chinese ownership. Mercedes-Benz, for example, has nearly 20 percent Chinese ownership, while the legislation uses a 15 percent threshold. Moreno has indicated the final measure will be structured so Mercedes-Benz is not prohibited.

That distinction matters. A durable national-security policy should target genuine foreign-adversary control and technological vulnerabilities without inadvertently excluding companies deeply established in the American market because of passive shareholders.

The bill is expected to return when Congress reconvenes in November. Its bipartisan support suggests the debate will center less on whether Washington should restrict Chinese automotive technology than on how Congress defines Chinese ownership, control and security risk.
