      X says it uncovered a massive network of roughly 200,000 suspected Chinese inauthentic accounts, including approximately 200 accounts posting material capable of manipulating America’s debate over artificial-intelligence data centers and energy policy. The accounts pushed claims that AI facilities are driving up household electricity prices, straining the power grid, and enriching technology companies at consumers’ expense, sometimes using AI-generated cartoons and American-sounding identities. The discovery follows a separate June investigation that identified a likely China-origin influence operation dubbed “Data Center Bandwagon,” whose operators used AI to produce English-language content while posing as Americans. The evidence points to a serious foreign-influence problem, but it does not establish that legitimate American concerns about data-center power consumption, utility costs, water use, or local development are themselves manufactured. The real issue is whether foreign actors can exploit genuine domestic disagreements to weaken public confidence and potentially slow infrastructure critical to America’s competition with China.

In June, OpenAI disclosed a likely China-origin influence cluster it called “Data Center Bandwagon.” Operators used ChatGPT via VPNs, prompted largely in Simplified Chinese, generated English-language material while posing as Americans, and sought to exploit concerns about electricity demand and data center development. OpenAI assessed that the operators were likely affiliated with a private Chinese technology company that works for provincial-level government clients.

      The proper American response is vigilance without credulity. China-linked actors clearly have an incentive to aggravate domestic divisions over infrastructure essential to U.S. technological competitiveness. Slowing American data-center construction could constrain AI development while Beijing pursues its own capabilities.

      Yet legitimate energy questions remain. Federal energy officials project that data centers could consume roughly 11.8 percent of U.S. electricity by 2030 under a central scenario. Americans therefore have every right to demand reliable grids, transparent pricing, responsible siting, and protection for ratepayers. The distinction is crucial: policy should be decided by American voters using verifiable facts, not manipulated by foreign operators masquerading as neighbors inside American political discourse.
