America Risks Losing the AI Platform War Despite Leading at the Frontier

America’s artificial-intelligence leadership is being measured by the wrong yardstick: instead of focusing primarily on which U.S. laboratory produces the most powerful frontier model, policymakers should be watching which nation’s AI ecosystem becomes the foundation upon which businesses, developers and governments build. China is pursuing an aggressive open-weight strategy, making increasingly capable models inexpensive, adaptable and widely available, while many leading American systems remain closed and commercially controlled. The danger is that Chinese models could become entrenched as global standards even while American companies continue winning individual benchmark contests. The administration’s AI strategy recognizes that open models carry substantial geostrategic importance, but recognition must translate into broader deployment of competitive American alternatives. The long-term contest will be determined not simply by technical supremacy, but by adoption, developer loyalty, infrastructure, standards and the economic ecosystems that form around them.

      Key Takeaways

      • China is using open-weight AI as a strategic tool, allowing developers and businesses to download, customize and deploy Chinese models while building an expanding ecosystem around Chinese technology.
      • The administration’s AI Action Plan recognizes that open-source and open-weight models can become global standards with “geostrategic value” and calls for America to maintain leading open models based on American technology and values.
      • America must balance national-security risks associated with freely available powerful models against the strategic danger of allowing Chinese systems to become the default technological foundation for global AI development.

      In-Depth

America’s artificial-intelligence advantage cannot be measured solely by which domestic laboratory produces the highest-scoring frontier model. The larger strategic contest is over adoption: which country’s models, software, standards and infrastructure become embedded across the global economy.

That distinction matters because China is distributing capable open-weight models that developers can download, modify and deploy without remaining tied to a single provider. Alibaba’s Qwen ecosystem has generated vast numbers of derivative models, while newer Chinese systems have demonstrated that inexpensive, adaptable models can compete near the technological frontier. The U.S.-China Economic and Security Review Commission has likewise warned that China’s open-model strategy reinforces its industrial ambitions.

Washington has recognized the issue. The administration’s AI Action Plan says open-source and open-weight models can become global standards and possess “geostrategic value.” It calls for America to maintain leading open models while expanding access to computing resources and encouraging adoption among smaller businesses.

The policy challenge is balancing that objective against security concerns. Once powerful model weights are released, they cannot be recalled, and malicious actors can potentially operate them without provider safeguards. That risk cannot be dismissed.

Still, America faces a strategic problem if its strongest systems remain closed while Chinese alternatives become the default foundation for developers worldwide. Technological leadership has historically depended not merely on inventing superior products but on establishing platforms and standards others adopt. America therefore needs to compete on capability, affordability, openness, infrastructure and global distribution. Winning benchmark tests matters; building the ecosystem the world depends upon matters more.
