Bay Area Cities Move To Restrict Data Centers As AI Infrastructure Expands

California’s artificial-intelligence boom is encountering growing resistance from communities concerned about the physical infrastructure needed to support it, with cities and counties across the Bay Area adopting or considering moratoriums on new data-center construction. San Francisco is considering a 45-day citywide moratorium, while Oakland officials have advanced a proposal for City Council consideration and communities including Gilroy, Oakley and Richmond have already enacted restrictions. Residents and officials have raised concerns about enormous electricity requirements, water consumption, noise, diesel backup generators, air pollution and the possibility that utility customers could ultimately shoulder infrastructure costs created by data centers. Industry representatives counter that the facilities generate substantial investment, employment and tax revenue, pointing to Santa Clara, where 58 data centers contribute roughly $41 million—about 13 percent of the city’s general fund. The debate comes as California has enacted seven new statewide laws addressing data-center electricity, water, land-use and cost-allocation issues, highlighting an increasingly difficult conflict between protecting local communities and maintaining California’s position at the center of America’s AI economy. San Francisco Chronicle

      Key Takeaways

      • Data-center moratoriums are spreading across California as communities seek time to develop zoning and operational rules addressing electricity consumption, water use, pollution, noise and infrastructure demands. San Francisco Chronicle
      • The economic stakes are substantial: data centers can deliver jobs, investment and major tax revenue, with Santa Clara’s 58 facilities contributing approximately $41 million, or 13 percent, of the city’s general fund. San Francisco Chronicle
      • California has adopted seven statewide data-center laws covering electricity, water, land use and infrastructure costs, while local governments continue debating whether temporary pauses, permanent restrictions or project-specific regulation offer the appropriate response. Governor of California

      In-Depth

California’s artificial-intelligence boom is colliding with growing local resistance to the infrastructure required to sustain it. Communities across the Bay Area are considering or adopting moratoriums on new data centers while officials study their effects on electricity, water, land use, noise and air quality. San Francisco Chronicle

The movement reaches the heart of America’s technology economy. San Francisco has a proposed 45-day citywide moratorium pending committee action, while Gilroy unanimously adopted a temporary pause on new data-center development. Calaveras County has also imposed a temporary moratorium. Yet the largest concentration of California data centers remains in Santa Clara and the South Bay, where officials have not broadly embraced bans. San Francisco Legistar

The economic tradeoff is substantial. Data centers can produce construction work, jobs and tax revenue. Santa Clara’s dozens of facilities contribute tens of millions of dollars to the city’s general fund. Opponents, however, worry that enormous electricity demand, water requirements and backup generators could impose environmental or infrastructure costs on residents. San Francisco Chronicle

California has enacted seven statewide laws requiring greater disclosure of data-center water and electricity consumption and addressing responsibility for grid upgrades. That approach illustrates an alternative to outright prohibition: establish clear rules, make developers account for infrastructure demands and allow communities to judge projects individually. Governor of California

The larger conflict will intensify as AI expands. Local governments must weigh property rights, economic development and technological competitiveness against legitimate concerns about utilities and neighborhood impacts. Permanent bans could sacrifice investment, while unchecked development could shift costs onto households. The central question is who pays for growth.
