      Meta has agreed to a landmark multibillion-dollar settlement with states that accused the company of designing Facebook and Instagram to encourage addictive behavior among children, misleading families about platform safety and improperly collecting data from minors. The agreement, which Meta enters without admitting wrongdoing, combines enormous financial payments with significant restrictions on how its platforms may serve younger users. Protecting children does not require granting government unlimited authority over lawful adult speech or transforming social media into a federally supervised utility. Parents should remain the primary decision-makers for their children. But companies that market products to minors, collect their information, or make representations about safety can reasonably be held accountable when those representations prove deceptive or practices violate existing law.

      The larger question is whether these reforms restore parental authority or create another regulatory bureaucracy. Enforcement should focus on measurable harms, transparency, fraud, privacy violations and parental control.
